Laguna Woods Personal Injury Lawyer
Laguna Woods became Orange County’s 32nd city on March 24, 1999. Residents voted for cityhood partly to have a stronger voice against a proposed airport at the closed El Toro Marine base. About 90% of the city is Laguna Woods Village, a private gated retirement community once called Leisure World. The 2020 Census counted 17,644 residents, with a median age of 74.9, and more than 8 in 10 residents were 65 or older.
Our Lake Forest office on Lambert Street is less than 2 miles away in a straight line, so we’re close by. A Laguna Woods personal injury lawyer can help with what matters most after an injury here: getting medical care, documenting what happened and dealing with insurers.
Golf Carts on Public Streets
The city has built a network of golf cart paths and crossings. Golf carts may cross public streets only at signalized crossings, and only during daylight, including:
- El Toro Road at Avenida Sevilla (between Village gates 1 and 5), at Lutheran Church of the Cross/St. Nicholas Church, at the Home Depot/Town Centre, and at Calle Sonora (between gates 7 and 14).
- Moulton Parkway at Santa Maria Avenue, at Village Gate 12/Gate 16, and at Via Campo Verde.
- Santa Maria Avenue at Moulton Parkway and at Avenida Sosiega (between gates 10 and 11).
The city says low-speed vehicles (neighborhood electric vehicles) may use the same crossings, subject to state law. Homeowners associations can set their own rules for carts on private property. If a car hit your golf cart at a crossing, note which crossing it was, the signal phase and the time of day. Photos and witness names help.
Falls and Pedestrian Injuries
When most residents are older adults, a fall or a pedestrian crash can be far more serious than for a younger person. A broken hip from a trip on a damaged walkway, or a driver turning into a crosswalk on El Toro Road, can change daily life. If an unsafe condition at a store, medical office or other property caused your fall, the owner may be responsible. See premises liability in Orange County and our pedestrian accident lawyer page.
Who Takes the Report in Laguna Woods
The city contracts with the Orange County Sheriff’s Department, which serves as the city’s police department.
- Sheriff’s non-emergency line: (949) 770-6011. Call 911 in an emergency.
- Southwest Station: 11 Journey, Aliso Viejo, CA 92656. Deputies who serve Laguna Woods work out of this station.
Private security doesn’t replace the Sheriff. Laguna Woods Village has its own security service. The city tells residents of communities with private security to report crimes to the Sheriff first, then to their security service if they wish.
Getting a Sheriff’s report. Call the Sheriff’s Records Unit at (714) 834-6454 to confirm the report is ready. Reports usually take 7 to 10 days. You can then email the request form to reportrequest@ocsheriff.gov, or send it in person, by mail or by fax. The posted fee is 15 cents per page.
The nearest freeway, I-5, is patrolled by the CHP. See the El Toro Y guide for freeway crashes nearby.

Courts, Deadlines and Trial Preference
Civil injury cases are heard by Orange County Superior Court at the Central Justice Center, 700 Civic Center Drive West, Santa Ana. Most injury lawsuits must be filed within two years. A claim against the city or another public agency generally needs a written claim within six months.
California law also lets a party over age 70 ask the court for an earlier trial date. The court must grant it if the person has a substantial interest in the case and their health makes an earlier trial necessary to protect that interest (Code of Civil Procedure section 36). Whether that fits your case is something to discuss with a lawyer.
No Injury Is Too Small to Ask About
A low-speed bump in a parking lot can still mean a fracture or a long recovery for an older adult. No case is too small to call.

Laguna Woods Injury FAQs
Can golf carts drive on Laguna Woods streets?
Only across certain signalized crossings during daylight, such as El Toro Road at Avenida Sevilla or Moulton Parkway at Via Campo Verde. Private communities may have their own rules for their own roads.
Does Village security write the crash report?
Laguna Woods’ police services come from the Orange County Sheriff. The city tells residents of private security communities to report crimes to the Sheriff first. Village security is not a substitute.
I’m over 70. Can my case go to trial sooner?
Possibly. Code of Civil Procedure section 36 lets a party over 70 ask for trial preference when their health requires it. Talk with a lawyer about whether it applies.
Can a family member call for me?
Yes. A family member can call to set up the consultation. We’ll still want to speak with you about what happened.
What does a consultation cost?
Nothing. It’s free, and we’re available 24/7.
