San Clemente calls itself the “Spanish Village by the Sea.” Former Seattle mayor Ole Hanson began the master-planned town in 1925, and it incorporated on February 28, 1928. The 2020 Census counted 64,293 residents. The city sits at the south end of Orange County, next to Camp Pendleton and the San Diego County line, with Dana Point and San Juan Capistrano to the north.
Tafreshi Law Group serves San Clemente from our Lake Forest office. We do not have an office in San Clemente. If you were hurt here, a San Clemente personal injury lawyer can help you get the right report, preserve evidence and deal with the insurers.
Where I-5 Meets Avenida Pico
Interstate 5 runs through San Clemente and carries beach, military and through traffic between Los Angeles and San Diego. One of the busiest local junctions is Avenida Pico (Exit 76), where freeway ramps meet city signals. Other major streets include El Camino Real, Avenida Del Mar, Camino de los Mares and Avenida Presidio.
Off the freeway, visitors head to the San Clemente Pier, North Beach and State Beach. Summer crowds, surfers and drivers who don’t know the area mean extra care is needed near the pier and downtown. For motorcycle crashes, see our motorcycle accident page. If you were hit while walking downtown or near the pier, see our pedestrian accident lawyer page.
Just south of the city, Trestles and San Onofre draw surfers from across Southern California. Crashes on Camp Pendleton or San Diego County roads can involve different agencies than a crash on a San Clemente city street, so note the exact location.
Who Takes the Report in San Clemente
San Clemente has contracted with the Orange County Sheriff’s Department for police services since July 1993. It does not have its own municipal police department.
On city streets, the Sheriff usually takes the report. On I-5 and other freeways and state highways in south Orange County, it’s the CHP:
Sheriff’s reports: call Records at (714) 834-6454 to confirm the report is ready (usually 7 to 10 days), then email the request form to reportrequest@ocsheriff.gov, or submit it in person, by mail or by fax. The fee is 15 cents per page. CHP reports: $10 for 1 to 25 pages.
San Clemente also hosts large public events through the year, including Independence Day fireworks, the Ocean Festival and street festivals. Extra visitors mean more traffic control and more people on foot. If you’re hurt at an event venue or a business, the property owner’s insurance may be involved.

Court and Deadlines
Orange County Superior Court hears civil injury cases at the Central Justice Center, 700 Civic Center Drive West, Santa Ana. Most injury lawsuits must be filed within two years. If a city, Caltrans or another public agency may share responsibility, a written claim is generally due within six months. See the statute of limitations for car accidents in California.
Small Crash, Big Impact
A slow rear-end in pier traffic or on an Avenida Pico ramp can still leave you with a neck injury that lingers. No case is too small to call.

San Clemente Injury FAQs
I crashed on the I-5 off-ramp at Avenida Pico. Who has the report?
Usually the CHP Capistrano Area office. On a city street a block away, it would usually be San Clemente Police Services (the Orange County Sheriff).
Does San Clemente have its own police department?
No. The city has contracted with the Orange County Sheriff’s Department for police services since July 1993.
Does Tafreshi Law Group have an office in San Clemente?
No. Our closest Orange County office is in Lake Forest. We also have an office in Fountain Valley. We serve San Clemente clients by phone, text and at those offices.
I was hurt near Trestles or on Camp Pendleton land. Is that the same as a San Clemente case?
Not always. Military and San Diego County locations can involve different agencies and rules. Tell us the exact address or landmark so we can sort out who wrote the report.
Is the consultation free?
Yes. There’s no charge to talk with us.
South County neighbors: Rancho Santa Margarita, Lake Forest and Coto de Caza.
