Laguna Niguel grew out of Rancho Niguel and became one of California’s early master-planned towns after the Laguna Niguel Corporation bought land in 1959. Residents incorporated on December 1, 1989, as Orange County’s 29th city — without the coastal Monarch Beach strip, which joined Dana Point. The name mixes the Spanish word for lagoon with Niguili, an Acjachemem village once near Aliso Creek. The 2020 Census counted 64,355 people. Neighbors include Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Mission Viejo and San Juan Capistrano.

Tafreshi Law Group helps injured people in Laguna Niguel from our Lake Forest office. We do not have a Laguna Niguel office. Call or text any hour if you need help with a report, an insurer or a deadline.

Arterials Through the San Joaquin Hills

Laguna Niguel’s streets climb and bend through the hills instead of following a grid:

  • Crown Valley Parkway is the main diagonal, linking Pacific Coast Highway in Dana Point to I-5 in Mission Viejo.
  • Alicia Parkway, Niguel Road, La Paz Road and Golden Lantern / Moulton Parkway move east-west and north-south traffic between neighborhoods and shopping centers.
  • Interstate 5 hugs the east city limit, with ramps at Avery Parkway and Crown Valley Parkway.
  • State Route 73 (San Joaquin Hills Toll Road) skirts the north edge toward Costa Mesa. The toll road opened in 1996.

Short sight lines and multi-lane left turns into plazas and gated streets show up often in local crash stories. Keep any dashcam clip and note the nearest cross street. For the 73 corridor north of here, see our Aliso Viejo page and the El Toro Y guide.

Open Space, the Lake and Salt Creek

Roughly one-third of the city is public open space under the original Gruen plan. Laguna Niguel Regional Park and Laguna Niguel Lake sit near the center. The paved Salt Creek Trail follows Salt Creek and Niguel Road toward Dana Point. Aliso and Wood Canyons Wilderness Park borders the west side; its main entrance and parking are at 28373 Alicia Parkway, inside Laguna Niguel city limits.

The Chet Holifield Federal Building (the “Ziggurat”) stands near the Aliso Viejo line and brings weekday federal-worker traffic. The Laguna Niguel / Mission Viejo Metrolink station near I-5 adds rail and park-and-ride trips.

A solo fall on a trail is usually not a claim. A hit by a careless rider, or a hazard in a trailhead lot, can be. Public-land claims may need a written notice within six months. See our bicycle accident lawyer page.

Who Writes the Report Here

Police work is a Sheriff contract. Laguna Niguel Police Services operates from City Hall:

  • Laguna Niguel Police Services (OCSD): 30111 Crown Valley Parkway, Laguna Niguel, CA 92677. Office phone (949) 362-4346.
  • 24-hour Sheriff non-emergency line: (949) 770-6011. Dial 911 for emergencies.

Crashes on Crown Valley, Alicia and other city streets usually go to the Sheriff. Crashes on I-5 or SR-73 go to the CHP Capistrano Area office at 32951 Camino Capistrano, San Juan Capistrano, (949) 670-7030. That office also covers SR-74, SR-133, SR-241 and Pacific Coast Highway in south Orange County.

To copy a Sheriff report, call Records first at (714) 834-6454 — most files are ready in about a week to 10 days — then email the release form to reportrequest@ocsheriff.gov (in-person, mail and fax options exist too). Cost is 15¢ a page. CHP copies are $10 for reports of 1–25 pages (form CHP 190 or the online portal).

It is a Sheriff contract city. Deputies work as Laguna Niguel Police Services from 30111 Crown Valley Parkway.

My crash was on I-5 at Crown Valley. Which agency has the file?

CHP Capistrano Area. If it happened on Crown Valley itself, inside the city, ask the Sheriff first.

No. Lake Forest (Lambert St, Ste 1501) is our closest Orange County office; Fountain Valley is the other. We work with Laguna Niguel clients by phone, text and at those offices.
